The burlesque of deputations in the Medical department!

 

· State Government issued orders on 7th, February cancelling deputations.

· Finding fault in orders, most medical employees remain in the same place!

· ‘Willing letters’ became ‘brahmastra’ for them.

· Number of district medical officers already became alert with the help of ‘Willing letters’.

· The aim of the orders not fulfilled.

HYDERBAD,NETIDHATHRI:

In general doctors have been considered by the people as Lord Narayana but when we observe the present situation it appears totally different to what said. Some Medical officers who are working under government habituated to unethical earnings through encouraging private medicine cause to left the government medicine in vain. Some of them have been maintaining their own hospitals in the places nearby working. In order to prevent this attitude the orders issued by government are not giving any fruitful results. Telangana medical and health department remain as best example for this farce.
No government is remains in persistence for long period and every new government that formed always tries to show its mark on administration. Really speaking this is a common practice everywhere we observe. For this purpose new governments issues orders in regular basis to run administration in healthy manner. The GOs issued by government with good intension are being looked for weak points by wicked persons and always tries to get benefit from the faults they find in such Government Orders. At the same time they will be very much careful enough protect themselves from the effect of such GOs. Those honest employees go in strait forward fairly understanding the real cause of the GO issued, but the corrupt people always tries to search for faults and tries to use them in their favour. Now the same is happening in medical department of the Telangana Government.
On 7th, February Medical Health and Family Welfare ministry (H.M&FW) of Telangana Government issued an order asking those employees working on deputation for longer period in various places in the state. As per these orders those long standing deputed employees shall go back to their original places. As per rules no employee allowed to work for more than one year in any place where they have been deputed. Unfortunately number of employees who have working under deputation remain in the same place for years together became very common practice in Telugu states. This can be taken as an issue of serious or none serious. Being very less in number of ‘Bharateeyudu’ like people who strictly cling to rules and regulations the previous BRS government never treated this issue as serious. The new government under the leadership of Revanth Reddy clearly observed this prevailing situation in Medical and Health department and issued orders cancelling the deputations.
Orders had been issued as per the norms but the employees especially DMHOs still remain in their places where they have been deputed. With this the main aim of the GO issued left in vain. Then how it became possible for all these officers remain in their places even GO issued by the government is the primary question arises in one’s mind. The fourth point in the GO issued, ‘HODs shall issue deputations on need basis henceforth, with the written approval of the respective District Collectors/Government only’ is the main cause for those officials left remain in their places. Basing on this point, such DMHOs consulted their respective ministers belong to their district and brought ‘willing letters’ from them remain continued in their posts after submitting them to the District Collectors. Really speaking the attitude of higher officials who issued orders is like ‘just we have done our duty with no bothering about the consequences’. When the government issues orders they must be in nature of giving fruitful results. Using ‘if’, ‘but’, ‘if needed’, ‘essential circumstances’ and ‘depending on necessity’ like phrases create loop holes in such GOs causing the corrupt people to use them in their favour. Using those words in ‘doubtful’ and ‘exemption’ nature paves way for corrupt practices. It must be noted that these GOs also have been issued only by the government officials in higher positions.
In previous, this willing letters issue had been extensively prevailed in Police Department. Previous BRS government treated MLAs as supreme in their constituencies. This caused those MLAs to brought police officials who were in favour to them to their constituencies and ruled like kings with their unstoppable corrupt practices. This made them much unpopular among people which led to their defeat causing the end of BRS rule. Probably one of the grave mistakes committed by KCR is giving full freedom to MLAs in their regions. The corrupt practices of MLAs like dark clouds engulfed the best schemes introduced by KCR that led to fall of the government. Now the new government under Revanth Reddy successfully prevented these willing letters habit by taking strict action against them. KCR experience might have alerted Revanth Reddy in this issue.
The Go issued by HM&FW department on 7th, February caused to spread this willing letters ‘pandemic’ to Medical and Health department. Now the number of DMHOs who are working on deputation in various districts now in well settled position either by establishing their own hospitals or by encouraging ‘private’ medical treatments those became well earning choices for them. Now the new GO issued caused them to forcibly relinquish their practices and let them move to their own places which never acceptable to them because of the problem of running those hospitals established by them. For such Medical officers the 4th, point in the GO issued turned like boon. Based on this point, they immediately contacted the ministers of their region brought willing letters and submitted them to District Collectors finally have been continuing in their posts without any hesitation. There are allegations that in this process lakhs of rupees changed hands in between Medical officers and politicians. There are also allegations that depending on their income Medical Officers paid the percentage amount to get willing letters.
The political leaders who are in responsible positions must understand one thing. New government formed just four months back. Now already negative opinion on this government started among the people. Power cuts, water problems again came into experience causing the peoples to get angry against the government. Even there were some faults, KCR never compromised on giving 24×7 power, water and farmers issues. Revanth Reddy Government shall keep this fact in its mind.
Medical and health department can be treated as most important one by the government because it is essential for it to serve for poor to treat their ailments. In such department rules won’t allow any doctor to stay more than two years in a place. In such situation how can officers continue for years together those came on deputation? Now the present government responded and issued a GO regarding this now turned into boomerang.
Those medical officers who are not willing to move from their places, consulted the ministers and successful in making the work done in favour of them, is now became important part of discussions. Such ministers are also accumulating negative opinion from the people. At this juncture ministers have to work in responsible way to raise the prestige of the government. Now the medical department is struggling with the decease of corruption. In Khammam district with the attitude of one medical officer, concerned ministers attained bad reputation among people.
Everybody get ready to spend whatever the amount to save his live. This is the weak point causing the medical field to gain earnings in abnormal way. Medical department is there to serve the people. Everybody shall recognise this fact. Those corrupt people may tell ethical words in support of themselves. Now it is right time for the government act appropriate way to prevent such corrupt practices.
