The corrupt people always search for new ways to plunder money to accumulate it for their future generations. In general there lies investment, income and profit in any business. But the business running by millars is unique in nature. There is no need of investment of single paisa and construction of either godowns or mills! Just required a certificate showing the person posses rice mill. This is enough to continue their business ‘danda’. Just by showing one godown to the officials, can continue your illegal business activity without any interruption. This is the rice business trend is being continued in Telangana state.
Anybody if learnt about the nature of illegal rice business is running in Telangana state will definitely fell in great astonishment. Recently with one incident this entire episode of illegal business gets exposed. Since ten years the state government unaware of this business, even present government also doesn’t have any information regarding to this business. Really speaking the government is not concentrating on the prevailing faults in the milling business. Millers are able to continue this business with secret understanding among them, which till now not exposed outside. This illegal business is causing heavy loss to the government exchequer due to large number of business men showing themselves as millers even though they won’t have any mill on their own. They are showing the godowns which are not belong to them, with secret understanding with other godown owners.
The fraudulent men always busy in searching new ways to earn huge money in shortcut methods. Milling business becomes once such short route to earn lot of money without taking any risk. Here there is no place for capital, income and profit which is very common for every business. Here presents only counting the profits. How it is possible? If a business man is able to show a certificate that he owns a mill, he can be treated as miller. For this purpose there is no need for him to have a rice mill. Like this one can become a mill owner without having mill. Of course without assistance from the officials this is not possible. Officials only train them how to show wrong accounts! Without such cooperation from district officials this fraud activity is not possible for any business man. If anybody files a complaint, officials respond like responsible duty masters and complete their verification and give clean cheat to the business man on whom complaint is made. Then the higher officials also felt the complaint received might be false one! Like that entire episode ends with positive reports on papers but in field what happens is totally reverse to these reports.
There are allegations that such type of ‘danda’ has been continuing in all over Telangana State. Recently one Reddy belongs to united Warangal district on whom complaint received by officials conducted inspection in one godown which shown as belong to him. This Reddy is originally not a miller but shown himself as a miller. Officials also went for inspection in the godown shown by him where the paddy bags stock is said to be stored. Finally officials gave clean cheat to him and written that all paddy bags stock left intact. There are allegations that this is the godown present nearby to Warangal which every time protecting such business men who considered as millers when ever occasion arises. If you observe the situation there prevails a doubt if millers are in the hands of officers or officials are working for millers. Till now there is no single incident of action taken by the Civil Supplies department on the complaints received on fraudulent millers. It remains open secret that the fraudulent officers have strong connections with such millers.
These officials are giving receipts on mills those actually not present. They are totally extending their support to such business men. They know well that bills are issuing regarding to one godown to all required millers. It is astonishing that how they are able to keep secret about such fraud without leaking to higher officials? Even political leaders also unaware of such illegal activity because there were no occasions they raise this issue. This shows how these officials are playing their role with utmost care without exposing this ‘danda’. Really speaking the number of mills are more than the number of millers in Telangana. Actually number of millers should be higher in number than mills because of partnerships. This shows how these bogus millers are continuing their illegal business in the state. Not only that it said that in Telangana only 30% millers are original and remaining 70% millers are fraud. This shows how these people are creating loss to exchequer of the government. Even now if the present rulers keep an eye on these frauds can prevent thousands of crores loss to the government. Such amount is useful for implementing various developmental and welfare schemes. The first task before the government is to eliminate such fraudulent millers. This is essential to prevent the rampant corruption among officials.
