HYDERABAD,NETIDHATHRI:
The Telangana Government will be entrusted HYDRA along with management of disasters, responsibilities of protection of government properties, curb the encroachments of ponds and nalas removal of encroachments, illegal constructions and structures, removal of illegal hoardings and advertisements, traffic management, drinking water and electricity supply. The officials of HMDA, water board, disaster management and Municipal Administration have to maintain their regular coordination with HYDRA officials. The responsibility of removal of unauthorised hoardings and flexies under the jurisdiction of GHMC and collection of penalties will be transferred to HYDRA under new system. The officials are advised to study to bring stringent rules to curb the encroachment of Nalas, ponds and government lands. Really speaking HYDRAA is the brine child of Chief Minister Revanth Reddy.
Core responsibilities of HYDRA
HYDRAA has three main wings.
1. Assist Protection wing
2. Disaster Management wing
3. Logistical support wing.
Assist Protection wing:
· Safeguarding the local bodies and government assets including parks, playgrounds, lakes, roads, footpaths from encroachments.
· Coordinating with local police for asset protection and necessary enforcement.
· Inspecting the premises of private buildings for building and town planning regulations. Remove unsafe structures endangering the public safety.
· Enforcing regulations on unauthorised advertisements and ensuring the compliances with permissions granted by local bodies.
Disaster management wing
·Responding to disasters and emergencies through the Disaster Response Force (DRF) of HYDRAA.
·Coordinating with NDRF, SDMA, TG DR&FS, and other state and national disaster management agencies.
·Collaborating with technical agencies like the Indian Meteorological Department (IMD) and National Remote Sensing Agency (NRSA) for timely alerts and forewarnings.
·Managing emergencies in coordination with departments such as police, GHMC, HMWS&SB, HMDA, HMR, and other relevant bodies.
·Maintaining a database for risk assessment and disaster risk predictions.
Logistical Supporting wing
·Looking the administrative matters including personnel recruitments.
Preference to environment protection
The Government’s strong will is to make HYDRA to work as per the aspirations of the people, especially when the Hyderabad expansion is taking place in its four directions. In this course of time it wants to ensure the protection of the environment. At this juncture it is likely of adding the surrounding village Panchayats those comprises total population of two lakh in the limits of newly constituted HYDRA. Panchayatiraj and Rural Development department prepared the list of Grampanchayats located within limits of Outer Ring Road (ORR).
The Congress Government wants to extend the limits of HYDRA up to the geographic limits up to the ORR. Within the limits of ORR there lie 20 Municipalities and seven Corporations. The geographic limits of these local bodies will also be brought under the control of HYDRA. While the real estate business increased in manifold within the limits of Municipalities and Corporations outside the limits of GHMC but inside the ORR. The villages those are going to come under the limits of HYDRA have also seen a real estate jump in the last one decade. Rural development and Panchayatiraj department already prepared the list of those Panchayats to be added to the limits of HYDRA.
The main responsibility entrusting on HYDRA by the Government is to remove the illegal encroachments in the tanks and Nalas. Several residential colonies have mushroomed in the down streaming water. These are present in the limits of Kachavani Singaram, Pratap Singaram, Korremula, Gourelli, Cheeryal, Gudhumakunta, Rampally, Keesara, Mankhal, Goudavelli, Bomraspet, and Golconda Kalan to name few. These colonies get inundated with storm water because most of them lies either close or in the downstream of water bodies. Chief Minister Revanth Reddy determined to remove such illegal constructions. In order to do it in perfect manner, it is needed to make changes in the existing Panchayatiraj, Municipal and Corporation Acts. In this back ground the government wants to bring one Ordinance regarding this and wanted to get approval of Assembly in latter period. At present it is learnt that Chief Minister is busy with consultations of legal experts. Recently, the government appointed A.V. Ranganath, an IPS officer of IG rank, as Commissioner for Enforcement, Vigilance, and Disaster Management (EVDM) within GHMC.
Lot of complaints
HYDRA Commissioner AV Ranganath on Monday said that hundreds of complaints are being received regarding the encroachments across the city. If necessary comes special police stations will be established to solve the encroachments problem. HYDRA has been allocated a budget of Rs 200 crore for resources, and the department will be taking strict action against encroachments in its range of 2,500 sq km. The Commissioner said that according to the NRSC report, many ponds/lakes have disappeared in 44 years. He said that most of the ponds have been encroached by 60 per cent and some by 80 per cent. He said that in as many as 56 lakes taken for the study, the lakes which were spread in 40.35 sq km earlier, are presently at 16.9 sq km with 24.26 sq km (60%) have been encroached. HYDRA also came to conclusion that if these encroachments not stopped, in future the remaining tanks will disappear in the shadow of concrete jungle. In this back ground HYDRA now started its work related to 20 tanks those subjected to illegal occupations.
Three phase programme
HYDRA will work in three phases. In the first phase, the invasions will be prevented, while in the second phase, there will be actions and denial of permission on the buildings that have been encroached upon. And in the third phase, the silt of the ponds will be removed, and the rainwater will be diverted and revived. He said that there are more than 400 tanks under the GHMC limits. Ranganath slammed the encroachers for constructing houses in illegal manner, inside the full tank level of water bodies and warned against buying plots in pond FTL, buffer zone. He said that the government is promoting real estate on a large scale is fact but it not means permission given to construct houses around the water bodies or defunct lakes. All these constructions are treated as illegal. Anybody can be done their constructions at allotted places in legal manner but not in the lands or spaces owned by the Government. The list of such people who constructed their houses in illegal manner is prepared by the officials. Now Hydra began its work on them according to the list prepared.
