HYDRA actions posing challenge to the Government

The Government’s strong will is to make HYDRA to work as per the aspirations of the people, especially when the Hyderabad expansion is taking place in its four directions. For this purpose it entrusted the responsibility of vacating the encroachments and take repossession of lands those occupied and made illegal constructions to HYDRA that newly constituted by the Government. When the government is moving forward with implementing the programme, new challenges are being faced in the form of wealthy giants who illegally occupied and constructed buildings with high cost. Now HYDRA is facing two problems. One is most of the illegal constructions are belong to those who are politically influenced people and second one is dismantling the houses of common people. In this process HYDRA commissioner Ranganath resort to take action against those senior officials who gave permissions for such illegal constructions. Till now it is decided to file criminal cases against six such officials now creating repercussions among the concerned officials. At the same time cases were filed against the illegal constructions of ten persons and organisations. As per the High Court instructions the process of issuing notices to the owners of illegally constructed buildings in the buffer zone water areas of 13 tanks in the city. Now the government is going to entrust the responsibility of issuing notices against the encroachments to HYDRA. For this purpose more powers will be given to this organisation along with providing sufficient staff. At present 72 groups are being in function under HYDRA. Some more groups will be added to it.

Victims are common people

Dismantling the illegal constructions is good thing but Government should take care that when such action is being taken against the common people about the alternative arrangements for them. Since decades they have been living in such areas without knowledge of their encroachments. If suddenly without issuing any notices, HYDRA resorts to dismantle action, they couldn’t move to alternative places because they possess only one house to live. Even if issued notices, within a short period given, how can they shift their families? This is also a reasonable question to be raised. If the houses of any wealthy person, dismantled they can shift to their other house because generally they will have more than one house. This is not possible for common people because they have only one house which constructed with their lifelong hard earned money. So while taking such actions the Government shall take their miserable condition into consideration and move in appropriate manner. Now the officials are issuing notices to educational institutions considering the future of the students, then it is also their responsibility to issue notices to ordinary people. The Government should find a solution for this problem.

Problems with notices

The wealthy persons immediately after receiving the notices, going to the threshold of courts and taking stay orders against the dismantling action. This is causing hinder the process of action against the illegal constructions. When come to common people officials are directly taking action which creating flutter among them. This situation makes us clearly understand that law is not working in similar manner of common people as well as wealthy persons. When the government want to implement the law without any discrimination, should consider the plight of the common people who are going to lost their houses. Along with environment protection, the welfare of the poor and lower middle class also most important. 

How far reliable to take action against the employees

An employee is bound to work as per the instructions of their higher officials or political bosses. The party which came to power is bound to implement the assurances given to the people during election campaign. For these purposes employees as per the rules and regulations continue to work for the sake of the government. When an employee strictly binds over to the rules, the persons who required the work to be done immediately approaches their political leaders and bring pressure in various levels to fulfil his goal. In such circumstances an employee couldn’t do anything. When the system is moving in the direction of corruption, the employees resort to demand bribes from the work seekers. This leads uninterrupted corruption in the system which fails to give proper service to the people. In such situation, on whom the action to be taken is the main question. Certainly not on employees, but action should be initiated against the corrupt politicians who are responsible for such corruption. When the corruption is rampant at higher level, it is highly impossible to control it at bottom level. Unfortunately in this process of fight between corruption and anti corruption common people remain victims which now actually happening in the capital city of Telangana.

Flutter with actions

Really the actions taken up by HYDRA now cause some fear among the ruling and opposition party leaders. Most of the constructions in the regions of Usman Sagar, Himayat Sagar belong to influential and wealthy people. Allegations suggest that since 2012, no government has risked demolishing ‘High profile’ Nagarjuna’s property due to lake encroachment, despite public discussions about the issue. Up to 26th August HYDRA has demolished structures at 18 locations and cleared around 48 acres of encroachments in the area of Banjara hills, Jubilee hills, Lotus Pond and Madapur. There properties are included cine actor Nagarjuna and brother of ex. Central minister Pallam raju and Kaveri seeds owner Bhaskar Rao. Now BRS is accusing the government that these actions are being taken up to settle political scores but Revanth Reddy revealed that he had taken up this action by inspiring with the teachings of Lord Krishna in Bhagavad Gita. BJP now has demanding to dismantle the Fatima Owaisi College built by Owaisi brothers allegedly occupying the Salkam Cheruvu. 

Recently on one occasion MIM MLA Akbaruddin Owaisi defending Fatima Owaisi College, said this College provides free education to 40,000 students. “Shoot me with bullets, but don’t destroy my college. The skills I am imparting to the students are making others jealous. If someone harbours animosity against me, they are welcome to confront me with swords and guns. But don’t try to stop my good work” this was the response from him. His elder brother Asaduddin Owaisi expressed his opinion that the HYRA is not a legal authority to resort to such actions. ‘Can the government remove Necklace road with the help of HYDRA?’ he questioned. Almost all the government offices were being built on the encroached places of various tanks, he alleged. 

Common peoples support

Irrespective of various repercussions, common people belong to nearby colonies of Gandipet extending their support to the actions of HYDRA. In this course recently the youth, elders along with other people organized a rally in support of HYDRA actions. On the occasion of ceremony of laying foundation stone for Hare Krishna Heritage Tower in Hyderabad, Revant recollected that Nizam rulers developed Hyderabad as Lake City before hundred years back. The lakes which mainly quenched the thirst of the common people in the surrounding areas are now being filling with waste water that releasing from the buildings constructed in encroached areas of these lakes by wealthy people. Gandipet and Himayat Sagar lakes are vital source to meet the drinking water needs of the people of twin cities. As an elected representative we should not forget this fact and don’t neglect them. Now the government is combating with the encroachments of these lakes with the inspiration from the teachings of Lord Sri Krishna in Bhagavad Gita, he said. In this process Chief Minister Revanth Reddy has to face stiff resistance from the wealthy giants belong to cine, political and business personalities. How far he will get success in this process is to be seen.
