Currently, D.K. Shivakumar serves not only as the President of the Karnataka Pradesh Congress Committee but also holds the office of Deputy Chief Minister. He has been elected as a Member of the Legislative Assembly (MLA) to the Karnataka Assembly a total of eight times. He has also served as a State Minister on three occasions. He was born on May 15, 1962, in Doddalahalli village, Kanakapura Taluk, in the Ramanagara district. His father’s name is Kempegowda, and his mother’s name is Gowramma. He completed his Master’s degree (M.A.) in Political Science through an Open University.
D.K. Shivakumar developed an affinity for the Congress party during his student days; at the age of 18, he joined the NSUI, the party’s student wing. Later, he moved to Bengaluru to pursue higher education and subsequently became the General Secretary of the NSUI. In 1985, he contested from the Sathanur Assembly constituency but was defeated by the JDS candidate, Deve Gowda. However, in 1987, he was elected as a member of the Bengaluru Rural District Panchayat, representing the Sathanur constituency. Elected as an MLA for the first time in 1989 from the Sathanur constituency, he served as the Minister for Prisons in the cabinet of the then Chief Minister, K.S. Bangarappa. In 1994, he was denied a ticket by the Congress party; consequently, he contested as an independent candidate and won. In 1999, he once again contested on behalf of the Congress party, was elected as an MLA, and served as the Minister for Urban Development in S.M. Krishna’s cabinet. Achieving victory in the 2013 elections, he served as the Minister for Power in Siddaramaiah’s cabinet. In the 2018 elections, the Congress party did not secure an absolute majority; subsequently, a coalition government was formed in alliance with the JDS, wherein he served as the Minister for Water Resources in Kumaraswamy’s cabinet. Between 1999 and 2013, he was consecutively elected as an MLA. However, during the period from 2008 to 2010, he served as the Working President of the Pradesh Congress Committee. Currently, since 2020, he has been serving as the President of the Karnataka Congress. From 1989 to 2008, he represented the Sathanur constituency in the Mysore district, while since 2008; he has been consistently elected as an MLA from the Kanakapura constituency.
Belonging to the Vokkaliga community, he has a younger brother named D.K. Suresh. D.K. Shivakumar married Usha in 1993, and the couple has two daughters and one son. His daughters are named Aishwarya and Aabharana, while his son is named Akash. His eldest daughter is married to Amartya, the son of V.G. Siddhartha, the founder of Cafe Coffee Day. D.K. Shivakumar is one of the wealthiest politicians in the country; during the 2018 Assembly elections, he declared his assets to be worth ₹840 crore.
In 2002, when Vilasrao Deshmukh—then the Chief Minister of Maharashtra—faced a no-confidence motion, D.K. Shivakumar stood firmly by his side. He organized a week-long camp for Maharashtra Congress MLAs at a resort on the outskirts of Bengaluru, thereby saving Vilasrao Deshmukh’s government. In the 2018 Assembly elections, when the Congress party failed to secure an absolute majority, he displayed remarkable political acumen—akin to that of Chanakya—by reaching an agreement with the Janata Dal (Secular) to facilitate the formation of a coalition government in Karnataka. He is known to be a close confidant of Congress leaders Sonia Gandhi and Rahul Gandhi. On July 2, 2020, he officially assumed office as the President of the Karnataka Congress Committee.
D.K. Shivakumar has earned a reputation in Karnataka politics as a “trouble-shooter.” Notably, during the 2017 Rajya Sabha elections, he orchestrated a strategy of “resort politics”—housing Gujarat Congress MLAs at a Bengaluru resort—to ensure the victory of Ahmed Patel. D.K. Shivakumar not only continues to remain fiercely loyal to his party, but there have also been numerous instances where he steered it out of crises through his remarkable political acumen. He has faced investigations by the Enforcement Directorate in connection with money laundering cases. In 2019, the ED arrested him and transferred him to Tihar Jail. He regards this period as the most challenging phase of his political career. He often states that this experience actually contributed to his becoming politically stronger. He frequently visits various spiritual gurus; in particular, he demonstrates profound devotion and reverence toward the “Siddha Guru,” Siddheshwar Brahmarshi Gurudev.
He plays a pivotal role in the implementation of the “Five Guarantees”—the primary factor behind the Congress party’s rise to power in Karnataka. For the 2024-25 financial year, the Karnataka government has allocated ₹1.12 lakh crore for these schemes. In his capacity as the Minister for Bengaluru Development, he has announced and is currently executing development projects worth ₹1.5 lakh crore aimed at the city’s growth. To alleviate the city’s traffic congestion, plans are underway to construct a 40-kilometer-long twin tunnel network; the government intends to spend ₹42,500 crore on this initiative. Furthermore, a massive Skydeck project, estimated at ₹500 crore, has been undertaken to boost urban tourism. The project formerly known as the Peripheral Ring Road has been redesigned and rebranded as the “Bengaluru Business Corridor,” with an estimated cost of ₹27,000 crore. Additionally, road construction projects adhering to international standards have been initiated at a cost of ₹1,700 crore.
He is currently championing the cause of a proposed reservoir project—estimated at ₹9,000 crore—designed to meet Bengaluru’s drinking water requirements. The Supreme Court’s recent dismissal of a petition filed by Tamil Nadu regarding this matter is regarded as a significant political victory achieved by him. He is also actively working to accelerate the “Yettinahole” project, which aims to provide drinking water to drought-prone regions.
To strengthen the Congress party, he has launched a grassroots-level initiative to register 50 families at every polling booth. He played a pivotal role in securing investments worth ₹10.27 lakh crore for the state through the Global Investors Meet held in Bengaluru in 2025. Plans have been finalized for the construction of a brand-new, world-class “AI City” township spanning 9,000 acres near Bidadi. Although the state currently incurs an expenditure of Rs 52,000 to Rs 60,000 crore on the implementation of welfare schemes, care is being taken to ensure that there is no shortage of funds for development works. In cities like Bengaluru, additional revenue is being generated through the streamlining of property tax collections, as well as through advertisements and various policies. He even undertook padayatras (foot marches) to permanently resolve the drinking water crisis in the districts surrounding Bengaluru through the “Mekedatu” project. Taking this up as a prestigious initiative, he is actively exerting pressure on the Central Government to secure the necessary approvals.
In the Ramanagara district, a “Healthcare, Innovation, and Knowledge City”—dubbed “Khushi Nagara”—is currently being developed. This initiative is expected to generate employment opportunities for hundreds of thousands of people in the future. The “Namma Bengaluru” app has been launched to ensure the prompt delivery of government services to the public. This initiative serves to minimize the involvement of intermediaries while significantly enhancing transparency. He maintains a highly active presence on social media, utilizing these platforms to disseminate information about government schemes to the public. All in all, D.K. Shivakumar serves not merely as a political leader, but acts as the “backbone” of his party—both in terms of financial support and strategic guidance.
