Perhaps this is what is meant by “a thousand problems require a million solutions”! Is it with the support of government officials that those who are diverting government funds, selling rice illegally, accumulating assets, and amassing crores of rupees are still looking for ways to cheat the government? It sounds bizarre. How can the system improve when the officials, who are responsible for taking action against those who cheated the government, are addicted to bribes and are committing frauds while drawing government salaries? Farmers toil for months to cultivate paddy, which the government then purchases. The boiled rice millers, who are supposed to process this paddy into rice, are selling the rice illegally and earning crores. They are brazenly selling the rice that should be returned to the government. They are showing a defiant attitude towards the government. When the government exerts even a little pressure, they are trying to collude with corrupt officials to further deceive the government. Is this how the system works? Is this the duty of those who are supposed to be fulfilling their responsibilities? Are the millers, who are supposed to process the paddy given by the government into rice and return it to the government, allowed to sell it as they please? Moreover, when the government is conducting vigilance raids, are they colluding with officials to engage in even more fraudulent activities? Is this the job of the millers? Taking advantage of the lenient attitude of the governments, some millers are playing games and completely deceiving the government. So, what exactly happened is that all the boiled rice millers in Telangana state owe the government approximately 15 lakh metric tons of rice. Its value is thousands of crores of rupees. Many subsidies that the state government is supposed to receive from the central government through the FCI (Food Corporation of India) are pending. The government is trying to get them released. During this time, the government requested the central government to accept the boiled rice available in Telangana. The central government clearly stated that it does not need boiled rice! “If you have raw rice, give that. We will only accept raw rice.” The central government expressed its willingness to accept 15 lakh metric tons of rice from the state government. This is where the real problem arose. Currently, the boiled rice millers do not have a single grain of rice. They don’t even have boiled rice. The state government also needs some time to make up for those 15 lakh metric tons of rice. They need to ensure that there is no pressure from the government. Moreover, they need to find a way to make the central government purchase boiled rice. For this purpose, all the millers in Telangana met with the General Manager of the Food Corporation of India (FCI) in Telangana. They explained their situation. It is also reported that the GM said he would resolve the situation if he was given twenty crore rupees. As part of this, one crore rupees were to be given upfront. A deal was struck between the millers and contractors that the remaining amount would be given as soon as permission was obtained from the central minister. This information reached Netidhatri. Immediately, Netidhatri revealed what was happening, prominently publishing the news as “FCI GM’s Bumper Offer.” The news reached Delhi, and the deal was cancelled. The central government became serious. The GM threw up his hands, saying he couldn’t do anything more. However, he whispered to the millers that even if Plan A failed, he had a Plan B. He advised them that they could complete the work using the letter previously written by the state government to the central government. This is because the then State Civil Supplies Minister, Uttam Kumar Reddy, had written to the central government stating that there were 15 lakh metric tons of boiled rice in Telangana and that it should be purchased. However, the central government did not agree at that time. Now, it has clearly stated that it does not want boiled rice at all. It said that it would accept the rice only if it was raw rice. The government also wanted to somehow rescue the boiled rice millers. But the government was unaware of the misdeeds of the boiled rice millers. It did not realize that the boiled rice millers were deceiving the government. However, according to reliable information, Minister Uttam Kumar Reddy has now asked them to go to Delhi with the letter he wrote, saying that he would speak to the central minister again. This is where the real problem lies. Even if the central government agrees, the millers don’t have a single grain of rice to give. Unless the Yasangi crop arrives and the government allocates the paddy for milling, the boiled rice millers will not have any rice. They have to deceive the state government until the Yasangi crop arrives and convince the central government. This is the real scheme of the boiled rice millers. Even without a single grain of rice in their hands, the millers are playing a new drama to convince the central government. The GM will ensure that the millers supply the rice to the FCI. With that, the dues that the state government owes from the central government will be released. Then there will be no pressure on the boiled rice millers from the government. The fact that they don’t have any rice will not be known at all. This is the real plan. Everyone has hatched this plan to completely deceive the government. They are pulling the wool over the government’s eyes. However, there is another huge twist here. The boiled rice millers collectively owe the government approximately Rs. 12,000 crore. However, some of them have paid their dues. But those who pose as leaders, the big millers, have accumulated huge arrears. These arrears date back to the last year’s Kharif season. These outstanding payments have reached Rs. 12,000 crore. Now, if they are given the Yasangi paddy again, another Rs. 12,000 crore will be added to the arrears. This means that the total arrears for two years will amount to Rs. 24,000 crore. Even if some payments are made, the outstanding amount will still be around Rs. 20,000 crore. In addition to this, these millers still owe approximately Rs. 4,000 crore from previous paddy tenders. They haven’t paid those either. If all the arrears are calculated, the total outstanding amount is likely to be around Rs. 25,000 crore. This is completely sinking the state government. Every year they take the paddy, sell it, and when the government pressures them, they pay a little here and there. But the large sums of arrears are kept pending. If the government responds now and recovers these arrears, it can implement welfare schemes every year without any shortage of funds. It can also announce new schemes and run the administration without incurring debts. Thousands of crores of rupees are stuck with the millers. Yet, shedding crocodile tears, the millers are trying even harder to gain sympathy. Each miller is earning hundreds of crores of rupees. The officials who are supposed to control such millers and recover the arrears from them have become accustomed to bribes. They are pocketing the bribes given by the millers. They are deceiving the government. They are swindling public money. They are completely ruining the government. Even central government officials are supporting such millers. The millers and the officials together are completely defrauding the government. They are accumulating crores of rupees through deception. If the government wakes up now, it can recover the dues from the millers by putting pressure on them. It can prevent the millers’ dues from piling up like a mountain. Action can be taken against the millers who are cheating the government. That’s the matter!!
