Corruption rampant in government departments

·Still they never change their attitude toward corruption

·They never care even if their fellow officials are caught red-handed

·Even women officials compete with male counterparts in corruption

HYDERBAD,NETIDHATHRI:

Offering bribe and accepting it both are crimes but officials never turn back foot in doing corrupt practices. All officials are not corrupt but some who have been indulging in corruption causing black remark for entire government ecosystem. There never appears fear in their faces when involving in corrupt practices. They are exhibiting utmost negligence in doing their duties and habituated to briberies in such a way that it became a part in part of their blood circulatory system. They prepare all exit routs if it happens for them to catch on corruption allegations. This is the main reason for their showing no fear while practicing corruption. Especially some officials fully habituated to corruption during previous government. Then BRS government under KCR gave freedom to officials in the name of ‘friendly relations’ with people. Some corrupt officials misused this freedom and began to accumulate properties by accepting briberies as sky only limit! For their fortune, the sky rocketed land rates turned like gold mine for them to earn without any discrimination. Especially the introduction of ‘Dharini’ became like highway for their illegal earnings. During that time large folk of barren lands transformed into cultivated one due Kaleswaram Project. There came transformation in large scale in irrigation system in Telangana, with Mission Kakatiya and other projects. We can say that it was the period of ‘agricultural revolution’ in the State. When large scale of lands transformed into cultivated with sufficient irrigation facilities, it became natural for raise of land costs. At one stage the land cost in Telangana reached such a peak level that comparatively the land rates in remaining country were being in less cost. The revolutionary changes brought by KCR in agriculture sector especially fixing the lands, introduction of Dharani gave them golden opportunity to earn whatever they like. Under Dharani the land transactions reached to highest level with the expansion of Hyderabad in four directions. Government also took the decision to raise the number of districts in the state. With this number of towns increased and the cost of lands also raised in corresponding manner. With the increase of districts caused the administration to outreach even to small villages. Ultimately land transactions in villages began to rise which led to increase of land costs even in villages. KCR government felt there was rampant corruption in registration department and in order to control it divided the work in between registration and revenue departments. Unfortunately this decision instead of reduce the corruption, it inflamed already vitiation situation. The adverse effect of work division, transformed the corruption like wild fire and officials began go exploit the people, for putting signatures and issuing passbooks like government involved activities. This caused corruption to reach to such a high level that never had been witnessed in previous period and for even small works also the demand for bribery gone up to lakhs of rupees. Looking at revenue officials’ income, the employees of other departments also started bargaining for bribes from the people. There were large number of complaints came regarding the unprecedented corruption; no one in the government had shown interest in resolving the problem. Unfortunately when media tried to expose these unethical and demoralised earnings among government officials, they began to file cases against such publications.
Now Congress government came in the place of BRS. With the change of government, officials also changed their pattern of corruption. Now this tendency of demanding briberies spread all over the departments like, education, revenue, registration, medical and health, Municipal, Electricity and the behaviour of officials turned into arrogance causing the people to suffer. Officials are showing their indifference towards the people who visits the offices to solve their problems. For example in a Tahasildar office, large number of people used to sit outside the officer room, where such officer spends his time in telephonic conversations. Lot of time being wasted and the patience among the people put in test. If they ask attender to meet the official, the reply will come that, such official is busy with talking with his higher officers. How many days will they come to office in a week nobody knows the information? Those who fed up with their roaming around office, finally informs the officer through attender. Then they will get a prompt response about the work to be done. The officials also heed the instructions of political leaders, in this course they never hesitate to cause injustice to common people. Such officials are present in lower to higher levels. Those who caught can be treated as corrupt one and who takes care in all aspects in their fraudulent activities will continue as ethic followers. After advent of Congress Government the officials have showing their rage in their unethical collections in the form of bribes. Chief Minister Revanth Reddy already gave warning against corrupt practices. Unfortunately nobody is in a position to heed the words of Chief Minsiter. During KCR tenure ACB worked in some extent. Now it raised its speed which is not sufficient enough control the attitude of such officials. ACB has to increase its aggressiveness and make them to stand before the people for their guilty activities.
Every day the news coming about the corrupt officials who caught in red handed to ACB. Unfortunately these happenings are not causing the change in the attitude of other officials. They are in the confidence of managing systems easily to come out when caught indulging corrupt practices. ACB is like police department. Once they caught any official on fraudulent case, such cases are prolonging for years together in the name of inquiries which giving confidence among other corrupt officials. Finally those officials are coming out without any punishment due to the absence of proofs. It is said that, ACB officials confining themselves up to caught those officials. There are allegations that ACB officials are not showing any interest on such corrupt cases just after filing them. Those corrupt officials caught, rejoining their duties. How this is happening? There is no answer for this question. Apprehension by ACB is become like summer vacation for corrupt officials, because they are successfully regaining their posts through Courts and getting their salaries even without attending their duties. Collecting the bribes has become habit for officials. Every day they use to collect the amount in the form of bribes as per their target and returning home. A woman farmer being fed up with the attitude of Government officials hanged her ‘Mangala Sutra’ to the front door of the office. Even such doing also failed to bring change in the attitude of officials.
Once there prevailed a general opinion that, if women officials present corruption can be controlled up to some extent. Unfortunately today the women officials have been showing their ‘skill’ in taking bribery and competing with men officials. Why they are indulging such practices is still remain a puzzle. The only answer we get is ‘money attracts everybody’! If media publishes about their corruption, such women officers never hesitate to send legal notices to such media organisation. In previous when media writes a news item all officials became themselves alert and used to make themselves correct. Now they are resorting to send legal notices to media people. Those officials indulging in fraudulent activities share such money with other fellow officers and becoming rich people by cooperating each other.
