Katta: ‘How are you sir?’

Chowhan: ‘Fine…what about you?’

Katta: “Happy sir…there is wide spread positive talk on fine rice. How is the impact of this fine rice distribution among the people?

Chowhan: Really speaking this is an excellent feeling. Providing sufficient food to poor people is really a best scheme. No other scheme can be compared with this scheme. This is mainly meant to fulfill the daily needs of the people. Especially the schemes related to food, shelter, cloth remains in the hearts of people forever. Such governments those implementing these schemes will always receive the support of the people. Providing daily essentials to people is not new. In previous so many governments implemented them. But distribution of fine rice to poor is totally different when compare with them because it provides food security for the needy people. Rs.2/- per kg rice scheme had been implemented since 1985, which provided food security to people. This scheme implemented just four decades back. In those days I think fine rice cost around Rs.4/- per kg. After some time some other governments felt it is not possible to distribute rice at a cost of Rs.2/- per kg and raise the cost to Rs.5/-. After NTR government, during the tenure of Kotla Vijayabhaskar Reddy as Chief Minister, rice distributed to poor with a cost of Rs.1.90 per kg. Later Chandrababu Naidu government increased the rate. After winning the 2004 elections, Dr. YS Rajasekhar Reddy implemented Rs.2/- per Kg. Rice scheme. Then the market price of rice was around Rs.10/- per kg. Later Kirankumar Reddy reduced the cost further to Rs.1/- per kg. Since then, rice distribution has been continuing with affordable prices to poor. When compare to previous schemes, the present distribution of fine rice is unique one and revolutionary in nature. At present fine rice market price is around Rs.50/- per kg. In this situation free distribution of fine rice is really an appreciable one. In previous when ‘doddu biyyam’ distributed, people used to sell out it in the market and continue to purchase fine rice. News regarding this situation published in news papers also. Now distribution of fine rice caused some burden free on poor people. Now it is very happy to see that entire society transformed to the level of consuming the fine rice. Especially the poor people are very happy towards the government for providing them fine rice. They are also happy to consume such fine rice. In previous, these poor people used to sell out their ‘doddu biyyam’ in the market and used to purchase fine rice paying higher prices. Now that situation has been changed. There is no difference in between poor, middle class and upper class. All people have been consuming fine rice equally.

‘Katta’: How you are feeling on receiving ‘ISO’ certificate?

‘Chowhan: ‘I can’t explain this happiness in words. While issuing the certificate they identified the fact about quality rice being distributed to poor. This rice contains more nutrients than the fine rice that available in the market. That means Government not only concentrating on food security but also on health security. This is the main reason name and fame received for ‘fine rice’ scheme implementing in Telangana. In this back ground ISO certificate issued to Civil Supplies department. Now people are happily consuming the fine rice. I wish them all to lead happy and healthy life.

Katta: What is the impact of this scheme in other states?

Chowhan: The implementation of fine rice scheme created repercussions in other states. Now there is growing demand for fine rice distribution in other states. Government representatives from other states are telephoning to give some time to know about this scheme. Jharkhand minister along with government officials came here and observed how this scheme has been implemented. They felt astonished on successful implementation of this scheme. We have explained them with power point presentation on how the scheme being implemented in Telangana. After knowing about this, they returned to their state with fixed mind to implement this scheme. Really speaking this scheme is the brain child of Chief Minister Revanth Reddy. Minister Uttamkumar Reddy also has been working hard for proper implementation of this scheme. As head of implementing authority I feel very happy for the success of this scheme. 

Katta: Rice millers have key role in implementation of this scheme. But it is said that they are also facing some problems.

Chowhan: Yes Rice millers play key role in implementing this scheme. On this occasion I express my congratulations to them.

Katta: It is said that millers wants to meet you to detail their problems.

Chowhan: They are always welcome to meet me. They can tell me the problems being faced. I am available for every miller and they can meet me any time to get proper solutions for the problems being faced. There is no discrimination between small and big miller. Even if you know about any problem they faced, can bring it to my notice. I will immediately attend and resolve the issue being faced. I am ready to give appointment to any miller who wants to meet me. Millers have key role in making success this fine rice scheme in the state. There is no question of negligence. Any miller in single or in group will get immediate appointment with me. I am always being available for them.
